Hmm, good question. There are a lot of colourful, fun NPCs in this game, especially in the guilds. But if I have to choose...
Probably Miss Momodi from the Quicksand in Ul'dah. Why? Because of this awesome quote of hers:
I swear, if I had two doorways with one saying "certain death" and the other "Fortune and fame", nine out of ten adventurers would chose the first. The tenth wouldn't be able to decide due to his Ul'dahn heritage.

That female Miqo'te NPC bathing in the oasis way south that asks me to chase peeping toms and then tells me in fairly unequivocal terms that she totally digs the female Miqo'te me and not just as a friend.
And then there is Death

I like the Scions of the Seventh Dawn. I have a habit of reading everything in the dominant accent in the English localization, so my friends and I continually call out for the characters like so, "Minfilia! Yda! Y'shtola! Papalymo! Thancred!" and so on.
