That's not how it works. There's a cutoff which largely depends on the number of nominations received.
Example let's say we have an award with nominations as follows:
MOST LIKELY TO BE USED IN PIKE'S EXAMPLE:
Loony BoB 12
Iceglow 9
Del Murder 7
Mister Adequate 4
Hypoallergenic Whatever 3
Sephex 2
Jinx 2
Psychotic 2
Raistlin 1
Shlup 1
Jiro 1
Elskidor 1
...then if I were the one running the Ciddies, only the nominations with three or more noms would be in the final running.
So this is working as intended. You just nominated people that no one else did.

Depending on who's running the Ciddies this isn't the only qualifying criteria; for example when BoB runs them only registered members active in the last six months can be nominated.
