I don't know why, but that outfit looks out of place for Light. Looks like she's going to attend a masquerade party at the Renaissance. Not try to save the world.

I gave her the mask as the whole outfit is fitting. It is not part of the dress however.

Also, she uses that dress for one story scene and a sidequest. So basically she does save everyone with it.
