It doesn't quite work like that mate, you have to choose from the remaining members on the current list:

35 - Cloud (capped)
13 - Gilgamesh
10 - Ramza
6 - Red XIII
24 - Rikku
18 - Sephiroth
30 - Tifa
16 - Vivi
35 - Zack (capped)

35 points is the cap, once a character goes down to 0 they are effectively dead.
