Mainly because of the highly suspect and shady dealings that got them awarded in the first place. Also Qatar's terrible human rights record and the fact that over 1000 people have already died while building the facilities that will be used when they host the world cup.

Yes. All the bids for the 2018 World Cups were assessed and given a risk rating in terms of how feasible it was that the stadiums and infrastructure would be ready on time. Every single bid other than two were rated as "low risk"; you can probably guess the two that were actually considered a risky proposition by FIFA's own assessment team. You can also probably guess the two with the worst records on human rights too with laws against homosexuality. Russian football is riddled with racist abuse chanted from the terraces but at least unlike Qatar there's an actual interest and history in football.

No, because it would damage the pride of both countries, and damage their economies. They probably already started working on the infrastructure and other necessary stuff to support that, and changing it at this point is unfair to it's people and to their economy. Why punish the average person for the missteps of corrupt individuals?
