This is why I say you shouldn't blame Laguna for the uniforms. I like to think Laguna had a talk with his high up Esthar commander in which the conversation went:

"Okay guys, now that I'm in charge we're going to have to make a few changes. First, your uniforms..."

"They're cool right. We have the coolest uniforms."

"Well.... They are... unique. But I think we should go with something different."

"You aren't taking away our uniforms. We will lock you up there in space with Sorceress Adel if you take away our uniforms."

"Oh, my leg!"
