Depends on the playthrough! I've cleared (let alone half-assedly played) FFVI so many times that I have to do new things every time to keep it fresh. In my three-dozen-plus clears (I stopped counting after that), I have gone and gotten the crew in so many different combinations... but I do typically try to grab my favorites first.
Celes definitely has to run off and find Setzer. Always. Also, given that Celes, Setzer, and Edgar are the only three "required" characters for the World of Ruin... and they happen to be three of my favorites... it's so convenient!
Wow, I guess I ALWAYS get my favorites.
Mog and Umaro are usually pretty high on the list, as are Strago and Shadow (if I waited, which I do most of the time... sometimes I don't because I love the extra dream sequences you get without him around).
I always tend to get Terra first for the safety of the kids.

I don't know that I have a regular order, but I do usually go for Terra first.

Since I've always played with a strategy guide, I never really realized you could pick and choose your order.

I like to get Mog as early as possible. I usually go after Locke last, even though I like the character.

Speaking of Moogles. I don't see there being any actual Moogles in FFXV (maybe a stuffed animal at some point hidden in the background or something). This alone is enough to make FFXV completely worthless, yes?

The first playthrough I stuck to the game's suggestions. Ever since then I've switched it up for the most part.
I tend to grab Sabin first, since he's right along the way, then Gogo, Gau, Shadow, Realm, Strago, Locke, Mog, Umaro, wonder who I'm missing, start collecting Espers, then get Terra and Cyan when I go to get Fenrir and Alexander.
I don't ever really stick to an order now that I'm thinking about it. I do get Locke back the second I have eight characters, though.
