Seifer led the attack of the Galbadian army, but I didn't necessarily think he was placed in charge of Galbadia itself. :o I would think General Caraway would be most likely to advance to leadership of the territory.

Michael Garibaldi from Babylon 5 should do it because his last name and Galbadia kind of look the same if you read them too fast. Sadly, that wouldn't be the dumbest reason to elect someone into position for that city.
