He is a bit overly focused on his friends, to the point that he doesn't seem to consider the effects his actions are having on the people of Ivalice. This changes at Muscadet, when he finally realizes that Ivalice is getting seriously frelled up, and at that point he does take steps to actually uproot the evils digging into the country. But it takes him a while to get there.
By the end (especially the second story), he's definitely a full-on heroic character.
