I am firmly in the hero camp, and I don't even think his methods were wrong. It was the only possible way to get done what needed to get done.

And well written character
He's incredibly layered and ambiguous in that regard. I would never call him a villain, but he certainly qualifies as a fallen hero. Though jaded, cynical to the core and self-centered in his goals, in the end his machinations are part of what brings peace to the world of Ivalice.
