Yeah, someone's fanart as far as I'm aware. Somebody looked at Rinoa's original bike-shorts-and-cardigan outfit and thought, "if only she were more naked."
It might also be someone's speculative new look for Rinoa in a potential FFVIII-2.

I heard that there was a competition or something to design a Final Fantasy character for Kingdom Hearts and that Rinoa was the winner. I'm not sure.
I know that it was tons popular with cosplays for a while.

It's well done. I'd like to see Rinoa in Kingdom Hearts III.
We didn't think she showed enough skin, so we took a pair of scissors to as much cloth as possible. Her hair too, apparently. I don't know how I feel about the hair, and I definitely prefer the old outfit to the new.
