She does but they are made entirely of belts.

The real reason is that it was probably way too much of a pain(SPOILER)(e)lol to animate in game or FMV because of all the belts. She probably has knee high Hot Topic boots on anyway. Or she is half a body and her waist is installed with repulsorlift technology.
Why animate feet when you can just.... not
She's like Anima where there's actually a second person underground the whole time.
I've always visioned her to be a simple black-high-heels chick; or one of those thick, belt-y Gothic boots chick.
Judging by her dress, it's the Gothic boots.
Lulu actually start life as a character from Fire Emblem Awakening, which is why she doesn't have feet.

When she moved to a world where people did have feet, she just adopted the dress to hide the fact that her own were missing.
