I like Eiko. She has fewer summons but I liked Madeen. If Beatrix was present in the poll she would have been a clear winner. Great character, badass sword, great spells and techniques.

You can't not list Beatrix. She's probably my favourite NPC in any Final Fantasy game. Possibly because of the music...
Kuja was clearly a woman. It does a close up on her crotch for proof! Also, I voted Eiko since she's the best character in the game and the most useful in combat.
I adore Quina, but I'm pretty sure that Quina either has no gender or has never made a claim to one.
I like all of them, even though Eiko irks me a bit and I really think Beatrix should be on this list. As for me, however, I'd say Freya. She's a badass fighter and interesting character with a sweet anthropomorphic rat design. Not to mention she was the first true representative of a primarily male job class. She's great, despite most of actual plot development being finished within the first 10 hours of the game.
Garnet. Especially after the haircut.
