The first two lines may be a little misleading so I'll clarify straight away. The "Woman" doesn't refer to any character or NPC in the game. Or anyone in real life.

Sounds to me like it has something to do with Yuffie and Elena being strung up on the face of the Da-chao statue...but that doesn't fit all the lines so I still don't know.

It almost sounds like it's describing the Turks and their actions in the Wutai sidequest. Explaining to the party about Da Chao, dealing with Don Corneo, forming a truce with Cloud.

Ooh, I think it will be. It explains the crazy lady thing. Crazy cat lady (from the Simpsons and general real life people) isn't there, but the cats certainly are.

Taking over might refer to them rotating, one face taking over for the other and line four explicitly mentions face.
The "friendlier alternative" might refer to the gold face which just cures and casts mini and sleep, which are friendly compared to Trine, Bio, Beast Sword, etc.
Edit: nvm, the friendlier alternative too obviously refers to dogs instead of cats. Dangit. Sorry meta, tried to back you up! Godo fits all the clues, though. So it's really a double riddle.
