You're using modern standards on a game that is definitely invoking First Industrial Era real life. Obama and the Queen exist in a world of multimedia and mass communication whereas Edgar exists in a world where writing letters and sending them by carrier pigeon is the norm and pictures involve portrait artist. That's not to say that no one would recognize him if he walked into town but the number of people who would is a small number and largely influential merchants or nobles themselves. It's not like Edgar strolls through towns every week considering he has a kingdom to run while secretly funding a rebellion.
