I've never been a huge fan of Action-RPGs as much as I ma about turn based, largely because I've always found turn based required more tactics while Action-RPGs can be resolved by button mashing most of the time. With that said, FF and most of the genre have been bad about making that strategy work even in turn based games but titles like MegaTen and Bravery Default show that Turn Based still has a place in gaming.
Part of the reason SE has changed towards it recently is because most of their major FF games like Type-0 and XV are being designed by teams that built Action-RPGs for them. Type-0 is being done by the Crisis Core team and even uses the same engine, while XV started off as an Action-RPG Versus XIII which is being developed by members of the Kingdom Hearts team. It's not like SE hasn't explored different battle systems before in the past with the MMO heavy XII, the Tactical-RPG FFX, and the actual MMO XI and XIV. An Action-RPG mainline FF was bound to happen sooner or later.
