Nostalgic fanboys/girls. The whole lot of you!
There was a two vote difference before I went to bed, then I awoke to this. Matt, I demand a review of all voters to weed out mults!
FF VII, of course. It is far and away the better game. It has the deepest and most involving setting, story and cast and is also the best told in terms of narrative and pacing; specially with the way the story drives the gameplay and changes in many spots how you interact with the game. Cloud being an unreliable narrator was a refreshing touch as well as it made things more engaging and interesting by planting an element of doubt on the player. The materia system which (like everything in the game) flows nicely from the story and setting, is also lots of fun as it adds a whole layer of customisation that is completely absent from FF IV; which has every character boxed in, as it were, in their respective “jobs”.
This last thing is something that I feel detracts from FF IV’s battle system since in spite of being able to control five characters at a time, there is in fact less room for strategy than in VII which only has three party members. First, due to the lack of customisation of the characters themselves, second due to the game not allowing you to change your party members at will and lastly, because in spite of IV introducing the ATB system…there is no gauge bar to indicate which character’s turn is next. So, you basically just have more characters to attack with, not really more room for strategy or experimentation.
As far as the villains goes, sure Kain is quite a good character but his whole switching between bad and good guy is not really that meaningful as he is being mind controlled by Golbez, who is himself being mind controlled by Zeromus who in turn is a rather tacked on villain. It sort of cheapens things a bit. By contrast, in VII Sephiroth is the one doing the controlling from the beginning and there is no tacked on / ad hoc villain which is introduced at the end to take away from this. V did something similar with ExDeath and I think that like with VII it worked very well.
All of which is not to say that FF IV is a bad game, god knows it will always hold a special spot for me as it was the very first FF game I ever played; and like VII, it is a very important entry in the series as both games were milestones that pushed the series forward in important ways. But FF VII works better on very much every level and is more fun to play as well.

From experience, FFVII haters are a lot more rabid than its fanboys/girls.
I think both are good solid games. I ultimately voted for VII but I would not mind one bit if IV won.
