Thing is, that is not exactly how it went down. Snow does asks for volunteers however when Nora stands up by herself and goes to Snow looking for a gun he ask her "Are you sure?" and Nora answers affirmatively (remember her "Moms are tough" line?). So Hope's blaming and wanting to kill Snow is baseless and would make sense only if Snow had gone out of his way to actively take Nora, give her a gun and put her in the front lines.
