Perhaps a PM to someone who's voted in previous rounds, but abstained this time? Being the tie-breaker might break down some of that apathy.

Alright, the tie is broken! The tie-breaking votes came in from 2 males and a female. The winner will be announced (in another thread, seeing as everyone else is doing it that way) later today or tomorrow afternoon (Pacific time).
