Don't the levels vary by difficulty level?

I don't think so. It would mess things up if you changed the difficulty mid-game.

But even if they did, I'm almost certain Pumpkin is playing on the lowest difficulty. There's no reason not to, higher difficulty doesn't change the story, and she doesn't like the dungeon sections.

I don't think you can change the difficulty mid-game here. I think that's Persona Q only.
