More generally, I'd say Kefka is one of the best super villains. Not only does he actually succeed in his mission, even when he is defeated, the world is hardly in great shape. As far as you're aware, the World is still in Ruin.
He's the Loki of the ffverse. He's not the biggest, nor the most intimidating big bad, but he knows how to really smurf trout up.
Though I love Kefka the character the boss fight I felt was somewhat meh. Thematically good, but I somehow never really felt like it was much of a fight, just something to roll through.

Well, though he eventually lost, he succeeded in many parts of his plans, including destroying the world (to a point).
I'd say he gets his super villain card after that.
