If both of you want to play simultaneously you need two service accounts. That means two game purchases and two subscriptions.
You could also buy only one game and create only one account, and then create two different characters on that account, but in this case only one of you could log in at the same time. You could split the cost for the subscription though.
Please anyone correct me in case I got something wrong; I've only had a shared account so far. ; )
So I can't just create a separate account for my wife if I have my own on the game already? Sounds pretty lame, but I guess it's manageable.

Are you wanting to play at the same time at any point? If the answer to this question is yes, then you need two copies of everything.
It's worth noting that you can both download a free trial version of the game to test it out first before committing.
