Yes. My cats are very vocal and they respond to you if you talk to them with a lot of meows in return. You don't even have to meow back, just talk to them.

I do. I also bark back @ dogs.
I also do the opposite. If I see a cat I will meow at it (or perhaps nyan~ if I am practising my Japanese) to try and strike up a conversation.

Sometimes I meow. And sometimes I bark. Depends how I feel about the cat.
I have full blown meow-versations with my mom's cats. They bloody love it and think I'm one of them half the time.
