If I don't know them I don't make any interaction with them and then regret it afterwards. Like that sad woman I saw on the train all dressed up nicely and crying so badly she ruined her nice makeup. If it's someone I know I just give them a half-hearted pat or just stare sadly. I have no idea what to do when people cry; it's terrible.
