Well let's see what we *can* deduce. The needles are probably referring to cactuars? So it's a "something" that can be found both at/with cactuars and in the snow?

Edit: I have absolutely no idea what Line 9 is supposed to mean, by the way.

Off the top of my head, only Elio(?) in FFX-2 does that. But I don't think that helps any.
