The "younger Noctis" thing was a theory. Not only is the eye color different, but the chin is broader on the older man. It's definitely not Regis in the foreground. Could it be Regis' brother/Noctis' uncle? He has a very "modern" style of dress that fits Noctis' character, though.

Why not? His outfit is very similar to what Regis was wearing before the redesign.

Also, check out the beginning of the 50 minute preview. He's there with the cape and everything. Yeah, I'm pretty convinced I'm right about this one.

As for the eye argument - remember that the powers of the royal family make them change their eyes depending on the situation. So despite the fact Regis and Noctis usually have blue eyes, this could be any one of them.
