Which FF character would make the best President?

Definitely Lara's. He's probably the most level-headed and politically competent character in the entire franchise.

Ashe, Larsa, and surprisingly Lord Vayne as well for me. At least most of them seem to be competent leaders if there games are anything to go by. Edward would be another good choice considering his portrayal in The After Years and supplement material showing his kingdom is the center of commerce in the FFIV world. Edgar is my fifth choice.
The rest are either ill fit, psychotic, or have too many hang ups that would make their rule end very quickly.

Edgar in FFVI. He is a good leader who saw Figaro grow into a technical power house in his day. Plus he went to the front lines to fight for his people. You just got to watch him around the female interns.
Edgar. He's a great leader, and his people are very important to him.
