You can summon one by using an item much like Phoenix will show up as well when you use a Phoenix Pinion. I say "proper" but I mean it actually has a real summon animation minus the Boost. Though in the Japanese and PC versions where Chocobo Minigame from the Pocketstation can be accessed, it was possible to alter the Chocobo's summon attack to the point it will use Choco Meteor.

You should be able to summon a Sabin that suplexes a train onto the enemy.
As much as I love Ramuh, Ixion the rad-ass Thunder Unicorn has to be one of my favorite summons.
