I think that Wolf just assumed they'd look different after some drastic redesigns of recurring characters in the XIII series. Like the tomato flans and 20d bombs.

That was the only one that I saw them being... strange. But they've been brought back to their traditional design since then consistently, which was why I was confused. xD

Moogles in WOFF are decent though ! So SE can still do the Moogles that we all love and adore, they just would prefer to experiment with them at the moment. I dunno why, though.
