Definitely Sandy Prison.

The two are actually relatively similar. In both you suddenly get railroaded into a limited experience which you cannot escape. But Yuffie's scenario has some things that improve it over the Prison.

For one thing, the setup is better. In one, you arrive at Yuffie's homeland, and the thief that you know is only on your team to steal your stuff steals your stuff. Shocker. In the other, you get an apparent member of the Golden Saucer staff force himself onto your team, then force you to run instead of talking things over with his boss, then get thrown into a prison with no real idea what you're doing.

The Yuffie situation is personal. You're hunting Yuffie, this lady who stole from you. Took your Materia, the core of the entire battle system! The Corel prison is a bit different. Why are you there? What are you doing? It lacks the focus that made the hunt for Yuffie intense and fun. You're just wandering an area you shouldn't have even been in (while, if you're in Yuffie's area, it's your own fault for exploring), with no clue what you're doing or why.

And lastly, of course, Yuffie's homeland only has one thief. Corel Prison is chock full of the little SOBs who steal your items and run away as often as they can.

Really, Yuffie's stealing sidequest was one of my favorite in the game, there's no way this is close.

Zidane Can't Steal !- Final Fantasy IX
Zidane can't steal. The only game where I accept theft that can miss are the Tactics games.

Chocobo Race- Final Fantasy X

Don't know how bad Phoenix Cave was, and I have no strong feelings about the Chocobo Race, so I'll pass.

Dark Elf Cave- Final Fantasy IV

No opinion.
