Never been a fan of lightnings haircut
I don't like Lightning one bit.
I like Celes more but the green one piece with pauldrons look never really worked for me, so I'll give it ever so slightly to Lightning here.
Then just go by her concept art.

Our first tie of the tournament! After convening with a tie-breaker (my husband), it seems that Celes will be going on towards the next round.
Lightning, I haven't played any of your games. The only thing I know about you is that you have the greatest haircut in the series and I use it 90% the time in FFXIV, so I was willing to vote for you on that alone, and that's all I really have to eulogize you with. Good luck next time.
