Disclaimer: Judging these not by in-game, but out-of-game. (this matters a lot in some themes' cases, such as the exploration theme in FFXV being interrupted by random crap all the time in-game, not allowing you to actually hear the theme properly)

I've only recently properly listened to all the FF soundtracks and (even though my nostalgia still prefers FFVII) FFXIII has some incredible music. I still haven't played it but the music has almost brought me to tears even without playing the game.
