I don't know WTF Kalm's doing out in the boonies, but maybe the townspeople wanted some fresher air too. I always assume with these games that there's more towns that actually exist in the world than the ones they show, which are just representative. So maybe it shouldn't be literally taken as there's this big city and then a whole lot of completely empty space before the next inhabited settlement.
I wonder if there will be roads. Midgar has a highway that literally leads to nowhere.
