I was avoiding getting involved in this because arguing on the internet feels like more and more of a redundant effort the older I get, but...
In a word: no.
In some more words:
- They managed to take Tifa's outfit from the original, and her voluptuous bossoms, and re-design her to be true to her original design, yet in an outfit that looks practical for someone who engages in martial arts. If a tank top over a sports bra is oversexualised then, my bad, I didn't realise we'd gone back to the Victorian era. Her original design was pretty sexualised but the core of her character is that while her outfit could be considered "sexy" she has an innate shyness to her which is at odds to the way she dresses. She's hardly flaunting her sexuality at every given opportunity. If anything she treats her "assets" as another tool in her repertoire of moves, rather than the defining part of her identity.
- Scarlet was always sexualised because she's confident, embraces her womanhood, and isn't afraid to get what she wants. She uses her sexuality to both allure and intimidate.
- Jessie is flirtatious sure. But she's also racked with guilt about the devastation her bomb caused, and perhaps a bit of fun flirting is how she suppresses facing that guilt. Her acting career also fell through, which would've hit her self-confidence pretty hard. Honestly I take a lot of her flirting as coming from that insecurity and a desire to be noticed. Plus, honestly, the way she fawns of Cloud seems like a subtle commentary on the way males fawn over a woman entering their social circle and become clingy etc. It's kinda telling that when that lens is reversed some men suddenly get uncomfortable about it... I won't lie, at first I kinda cringed at Jessie's personality, but then when you realise that the flirting is masking a nervous and vulnerable side to her she becomes a much more rounded character.
- However if we're going purely off of looks and outfits alone... then one could argue that most of the characters are sexualised regardless of gender, I mean seriously, the vast majority of the major characters (playable and NPC) are so freaking attractive.
