Tie. The best optional content for both game is the same: not to play.
Much as I prefer Legend of Dragoon overall, its optional content was pretty barebones from what I remember. FFXIII-2 had the paradox endings and the coliseum, so not all that much either but still more than LoD
FFXIII-2's main story is really bad, but the side content is fun enough to elevate it from an average game to a great game, for me at least. Between the paradox endings, optional bosses, fragment collectibles, Serendipity minigames, and optional areas, the side content is almost enough to be a full game all on its own.
