Well sorry to spoil, but yeah, he was always there. Though the Flower Girl only looks like Aerith and has no name given in the plot. Interestingly, one of the villains, Marquis Elmdore is a dead ringer for Sephiroth in his design and even uses the Masemune as his weapon.
