I have used TMPGEnc for a long time now (full featured and free) and I would highly recommend it. It encodes most types of mpeg1 and mpeg2 video formats available. It even has templates for VCDs and SVCDs.

I have a 1 GHz machine, and it can encode around 15 frames per second. Your machine is pretty close in speed, so you shouldn't have too much trouble.
