You want to look on the Adaptar tab instead of Monitor tab if you're using WIn98 instead of WinXPChange it to the highest Hz it'll allow you to. If you can't, check the correct drivers are being used for both the monitor and graphics card - some dodgy program on that CD might have changed it.
As for the humming, I'm not sure, could be the monitor starting to fail or getting old or something. In fact, mine has had this (used to be annoying, not any more) high pitched whistling noise every now and then, usually when showing large solid blocks of colour a few months after I got it.
