Usually the best policy, if you don't know any Staff members, is to look at the Who's Online list, and if you see any names in bold, PM that person.

If you know somebody on Staff, though, you can go to them if you're nervous asking for something from a stranger or are just more comfortable with someone you know. Doesn't much matter.
