I kinda wanna make a new sig that involves GIF animations. So anyone got or know where I can download a GIF creator.

Adobe Imageready is good. It comes packaged with Photoshop, so you can go and buy it today.

I'm a fan of Microsoft GIF Animator if you can find it (try download.com). You can't draw the images in it, but it's simple for putting together images into an animated GIF.

I do all my animating stuff in Animation Shop, which as Unne said, comes with Paint Shop Pro. It's simple to get to grips with and does most things you need perfectly fine.

Macromedia Fireworks is fairly decent as well, albeit complicated as hell =P

Fireworks is my favourite especially when it comes to optimising the images to pack it into as few bytes as possible

Jasc Animation Shop 3 is free to try and it's a great piece of software.

As a few people have already said...Jasc's Animation Shop 3 is great. It is free to try, but you can always use a...whatchamacallit thingay so that it's good after the trial period.
