Tifa (well d'uh)
Cait Sith (replacable and kick ass limit)
Selphie (again kick ass limit)
Second battles:
Auron (easily)
Barret (he'd have to be convinced to fight though)
Cid (is angered by the thought that this would be a contest)
Yuna (Irvine would be too stunned that he could hit on someone with so little personality)

- Tifa V Steiner - Tifa because Steiner wouldnt do anything with out Vivi there to hold his hand
- Red XIII V Cait Sith - Red XIII, Cait Sith Wouldnt stand a chance

fyi, you're going to need a power of 2 number(2, 4, 8, 16, 32, 64, 32 preferably) for this to work out right or you'll end up with an odd number of people(3 most likely) when you get towards the end of the tournament.
