Can't you go and see him when you have control of the airship, go back to Guadosalam, and follow Tromell to the Farplane? I think he speaks with Seymour there, and Lord Jyscal too.
I've done it acouple of times trying to get Lulu's power-up item. Go give it a shot. If it's not what you like, then cage me up for lying.

And when I return to Farplane in Guadosalam. I do saw Tromell chat to Maester Jyscal but not with Seymour. However, I give a try to call out Seymour and give him a kick all the way to Abyss of the Farplane.
Let's get ready to blitz!
I know you can't. Seymour remains unsent for most of the game...and after you send him, you can't call him at the Farplane.
