I think it's somewhere around the high 30's and low 40's. If you got Float (which is useful in getting to the Land of Phantom Beasts), you'll get Wall soon.

In my game, Rosa got Wall around the levels DocFrance mentioned, high thirties and low forties. In one of my saves, she's Level 43 and she has it. Sorry, that's the earliest save I have. So yeah, just level up a bit and Asura will be easy.
EDIT: I just looked at GameFAQs and the magic guide says that she'll learn that spell at level 36.

The next part after Ashura is a bit tougher. I wouldn't suggest taking on the next boss battle without getting Lit-3 for Rydia. It's also alot easier if you still have Cain.

bumping a nine year old thread because it should be stickied. knowing the exact level you learn "reflect" is rather important to progress with a sidequest!
Grinding on the monsters in the Sylph Cave is pretty awful.
