I think Flash works on any monster whose not immune to death status and/or has less than 9999 HP; I tried using it on those monsters in the Gelkina(sp?), but it didn't affect them. Eh, something like that. But it's all summed up by what Big D said:
So 'Flash' is basically useless for any battle that actually matters.
