I think Cloud uses the most hair gel - his hair is awesome spikey!
As for Seymour - I get the feeling he is more of a hair spray guy...
Fighter either uses the most hair gel, or doesn't bother with things like "combing" or "adjusting one's hair so it doesn't go all freaking over the place".
