First make sure you purchase the spell Mute/Silence and have the Enemy Skill Frog Song for a Blue Mage. I believe you need to fight the frogs in the place where you can fight Shiva, though they don't cast it very often in my experiance. So make sure you have at least one character with Blue and White casting abilities. Cast Mute on her followed by Frog Song, and hopefully she'll be Frogged (try until she's a Frog). Then get Monks or Knights to attack while your Blue Mage casts their best spells and keep making the White Mage cast Mute every 2-3 rounds to make sure she doesn't cure herself of Frog. If she does just re-cast Mute + Frog Song then continue until she dies.
Or you can just level up alot, and cast safe on everyone at the beginning of the battle. Works for me.
