Last 2 Dragons

Hey I'm a noob to the forums and my bad if this is the wrong place for help threads.

I can't seem to find two of the dragons Kefka unleased when he destroyed the statues balance. If it helps hear is a list of the ones I've found and killed

Mt. Zozo
Kefka's Domain(2nd Party)
Opera House
That place in Narse where ya fought Kefka
Phoinix Cave
That one in the place where Odin levels into Raiden

Any help is appericaited

I am pretty sure there is a dragon in the middle of the Fanatics Tower.

There's another dragon in Kefka's tower, and one in the middle of the Fanatics Tower.

As I know there a White Dragon in the door in the 3rd or 4th floor of the Fanatics Tower. The other one you can find in kefka's tower with the 3rd party. I can't remember where but you may want to do a bit of expolering with that party.

Yes, you talk to the statue, it cries, and the tear turns Odin into Raiden.
