no. i tried it out with cloud at lv.99 and he was no harder. maybe u have to have all your characters at lv.99

I was under the impression that (SPOILER)Safer Sephiroth's difficulty is level-dependant. Doesn't make too much difference, though - he's still pretty easy if you know how.
And fiendishly difficult the first few times, for me at least.
This thread needs "spoiler" warnings, in my opinion...

In the guides that I have looked in they say it is true but i have no experience of this, maybe at level 90 - 99 your to strong to notice the effects of sephiroths.....er....strong-er-ning, yes that will hold.
