I had around...4000 ish HP at best when I had HP plus materia on. When you are that low leveled so are all your materia.

It has been a while since I played the game so I would have to beat the game to see that attack. I honestly don't remember that attack.

Also that battle I described went on so long that Sephrioth ran out of MP...yes it is possible.

The mere fact that you even used Hi-Potions that late in the game shows how underpowered your characters were.
