They aren't really that important. But yes you should be able to get that one in Esthar, maybe arlier, I haven't played in a while.

Well the issue I missed isn't the first one on the game (march I think), but the actual first issue that has the strongest wepaons in it. Is there anyway to get it now?

You don't need the magazines. If you have the proper items, you can upgrade anyway.
